The new draft will allow other national government agencies to conduct such a review and if the car manufacturer is found to be suspicious, the European Commission will have the right to spot checks and impose a fine on the car manufacturer.
On May 29, the European diplomats had said that despite the surviving scandal, Germany was still reluctant to hand over more market supervision to the European Union. German Deputy Minister of Economy Matthias Machnig said at the meeting that Germany was in favor of strengthening oversight, but he wanted to avoid a conflict between different agencies.
Since the public scandal, other carmakers have also been surveyed. The results show that car nitrogen oxides (NOx) emissions are up to 15 times the upper limit of supervision and use equipment to cover off emissions. EU Commissioner Elzbieta Bienkowska said: "Every week a new scandal broke out and a new investigation, and if we do not have a more powerful system in Europe, the situation will never end."
EU Council officials said the ministers voted in favor of the draft. At the beginning of May, Member States agreed on a draft that would allow the European Commission to impose a fine of 30,000 euros ($ 32,613) per vehicle for counterfeit carmakers.
