In recent years, photovoltaic poverty alleviation as a new way to improve poverty alleviation and expand the new field of photovoltaic market has been widely concerned by the whole society and become one of the country's “Top Ten Poverty Alleviation Projects”.
Through more than three years of exploration and efforts, PV poverty alleviation has achieved the effect of stabilizing the masses to increase income and poverty, effectively protecting the ecological environment, and actively promoting the supply side reform in the energy sector. Especially for the lack of labor, such as “no job can help, no power to get rid of poverty”, lack of skills and disabled families, PV poverty alleviation is even more. At the same time, photovoltaic poverty alleviation has also produced a significant driving effect on China's entire photovoltaic industry, achieving a “double harvest” of industrial development and social benefits.
By the end of 2017, it has been included in the National Photovoltaic Poverty Alleviation Catalogue project of 5.538 million kilowatts, covering 965,000 poor households. By the beginning of 2018, 17 provinces across the country had partially or fully used PV new construction indicators for photovoltaic poverty alleviation, with a cumulative installed capacity of 9.626 million kilowatts. In the next 25 years, more than 1.5 million poor households will receive a stable income of more than 3,000 yuan per year through photovoltaics.
Photovoltaic poverty alleviation has achieved remarkable phase results during the exploration period. While affirming the results, we can also see that as the scope of PV poverty alleviation continues to expand, the scale of the project continues to grow, and some problems and contradictions begin to inevitably emerge. The performance is lack of clear standards, the quality of the power station is at risk, and the power generation benefits are difficult to guarantee, resulting in the benefits of poverty alleviation.
Early PV poverty alleviation was in the exploratory period, and the model was in the exploratory period. The diversification of the model also led to the instability of the overall poverty alleviation power station, and the construction and operation management issues were prominent. For example, a large number of start-ups participate in various types of poverty alleviation projects with low-cost bidding methods, lacking strict construction standards and mature experience, resulting in different levels of problems in the safety performance, construction, operation and service maintenance of power stations, and frequent failures. The “sub-health” status of poverty alleviation power stations makes the benefits of poverty alleviation unable to be guaranteed, and the effectiveness of poverty alleviation cannot be maximized in the true sense, and the rights and interests of poor households cannot be guaranteed.
In addition, the early poverty alleviation power stations lacked product and system standards, and lacked a standardized acceptance process. In the face of huge market opportunities, some enterprises drowned and rushed into the water, resulting in poor quality of poverty alleviation photovoltaic power station equipment, and some inefficient and low quality products were Used in photovoltaic poverty alleviation projects. Taking key equipment PV modules as an example, the problems of hot spots, cracks, power, and substandard materials that may occur in counterfeit equipment may be severely attenuated or failed over time, directly causing a decrease in power generation. If it does not meet expectations, the revenue from power generation cannot be guaranteed, or the promise of the government's 20-year stable poverty alleviation income will be honored.
However, we are pleased to see the determination to promote PV poverty alleviation and solve the problem of PV poverty alleviation at the national level. A few days ago, the Central Committee of the Communist Party of China and the State Council publicly issued the "Guiding Opinions on Winning the Three-Year Campaign for Poverty Alleviation". The "Opinions" demanded that in the areas where conditions are appropriate, focusing on the construction of poverty-stricken village-level photovoltaic power plants, the photovoltaic poverty alleviation will be promoted in an orderly manner. On July 31, the construction and management work of the national village-level photovoltaic poverty alleviation power station hosted by the State Council Poverty Alleviation Office and the National Energy Administration was held in Jinzhai, Anhui Province. This marked the official implementation of PV poverty alleviation and the village-level poverty alleviation model. It is recognized as a mainstream poverty alleviation model. At the same time, the meeting also clearly proposed the requirements for improving the quality of power stations, bringing photovoltaic poverty alleviation into an epoch-making watershed.
