Target: 3-5 equipment manufacturing enterprises have reached the international advanced level and the market share has increased significantly.

Tang Wenbing: Dear leaders, dear delegates, everyone! The topic of my speech today is "Technical Risk Thinking under the Wind Power Bidding Model." Mainly from three aspects, one is the policy of electricity price policy. The second is the responsibility of the participants in the wind farm. The confusion and technical risks of the three complete machine factories. Four suggestions.
First, the price policy guide
On-grid tariffs are gradually lower. After the country introduced fixed tariffs in 2007, after 2015, the reduction in electricity prices and the annual installed capacity are strongly related. In 2015-2018, due to the high-quality development of the country, people’s installed capacity The opinions are relatively large, and the downward adjustment of the electricity price is basically not related to the installed capacity, and the level of 2000KW is maintained every year.
Second, the responsibility of all parties
Cost and price, what the whole machine manufacturer has done inside, the price trend of steel plate and copper material in the past ten years. Between 2016 and 2018, with the decrease in new installed capacity and the expectation of bidding online, in the case of rising basic raw materials, the whole machine manufacturers competed in a way that is lower than cost in order to survive. Look at the evaluation indicators of enterprise development, three aspects, development quality, development efficiency and development foundation. As a technical person, I will analyze several indicators related to technology, develop quality indicators, two gold accounts for the proportion of liquidity, and cash flow for economic activities. At the same time, each engineer accounts for a very large proportion of employees. Every chairman of the board has not deducted everyone for the cost of research and development. As long as they can meet everyone's needs, everyone is willing to invest.
In the following, we talk about technical risks. Conventions can control risks. In many cases, because of cognitive reasons, risks are caused, and management teams and engineers have no way to control them. The influence of market conduction pressure makes the application and verification time of new product and technology advancement obviously insufficient. Some performance verification methods are lacking or can not be verified by the laboratory, and the pace of product launch is accelerated, which increases and enlarges the technical risk. Since the current product cycle is basically issued in the same year, the prototype will be directly scaled from the prototype in the same year. This violates the law of scientific research, but there is no way in this market. In addition, in this process, innovative technologies must be studied, and innovative technologies may be more risky. Two pairs of 50 years of environmental conditions and technical cognition, design standards lag, forming potential technical hazards. Including customization, it turns out that the original weathering and environment are assumed. Since the fan is now installed in another place, the conditions change and we customize. Cognition of environmental conditions is not the design of digital hypothesis in the current period, which may be a cognitive problem. Since the software used by the whole machine manufacturer is completely purchased by foreign countries, the conditions for the current fan awareness and assumptions in the foreign software preparation process must be controlled. Since the products developed in China are completely different from those in foreign countries, the environmental conditions are different, mainly based on one type of wind turbines, and even three types are lower.
