Strengthening the construction of ecological civilization and promoting green development requires strong technical support and industrial base. The development of green industries is not only a strong support for promoting the construction of ecological civilization, but also a strong support for the fight against pollution prevention and control. It is also an important part of cultivating new development momentum of green development and achieving high-quality development. In recent years, all regions and departments have attached great importance to the development of green industries and have introduced a series of policy measures that have effectively promoted the development of green industries. But at the same time, it also faces problems such as generalization of concepts, different standards, and poor supervision. In order to further clarify the industrial boundary, we will introduce limited policies and funds to the industries that are most important, most critical and urgent for promoting green development, effectively serve major strategies, major projects, and major policies, and strive to win battles against pollution prevention and construction. Beautiful China has laid a solid industrial foundation, and the National Development and Reform Commission and relevant departments have researched and formulated the Green Industry Guidance Catalogue (2019 edition) (hereinafter referred to as the “Catalogue”). You are hereby printed and will be notified as follows.
First, all localities and departments should, based on the Catalogue, formulate investment, price, finance, taxation and other policies and measures in accordance with their respective fields and regional development priorities, and strive to strengthen green industries such as energy conservation, environmental protection, clean production and clean energy.
2. The National Development and Reform Commission will unite relevant departments to gradually develop detailed catalogues or sub-directories based on the Catalogue according to the actual needs of different support policies such as investment, price, and finance, and guide various agencies, groups, enterprises, and society. The organization better supports the development of the green industry and strives to improve the operability of the Catalog.
3. The National Development and Reform Commission will, together with relevant departments, rely on social forces to set up a Green Industry Expert Committee to provide relevant professional advice on the implementation of the Catalogue in various fields, the development of catalogues and sub-directories, and the formulation of green industry standards. Gradually establish a green industry recognition mechanism, and orderly introduce social intermediary organizations to carry out related services.
4. All localities and departments should further strengthen the exchange of international and domestic experiences, promote the experience and practice of strengthening the green industry, and promote the establishment of a mutual recognition mechanism between the Catalogue and relevant international green standards. The National Development and Reform Commission will unite various departments to guide or inspect all regions and associations, committees, certification bodies, and enterprises engaged in related work within the scope of their authority. In the process of implementing the Catalogue in various places, if new situations or new problems are encountered, please report to relevant departments in a timely manner.
5. All localities and departments should strengthen the link between the Catalogue and the existing green industry support policies, properly handle the stock funds and projects, and gradually adjust the scope of policy support according to the Catalogue. The statistics of the existing policies can be counted separately before the publication of the Catalogue and after the publication of the Catalogue.
6. The National Development and Reform Commission will, in conjunction with relevant departments, adjust and revise the Catalogue in due course according to the major tasks of the national ecological civilization construction, the resource and environmental conditions, the focus of pollution prevention and control, scientific and technological progress, and industrial market development.
