The notice requires that since March 15, the producers of new energy vehicles (including enterprises that have established legally established automobile products in China and issued product certificates in their names, and those that import automobile products from outside China to domestic sales) If a new energy vehicle that is produced, sold or imported is known to have traffic collisions, fires, etc. in the Chinese market, it shall immediately organize investigation and analysis in accordance with the relevant provisions of the Regulations on the Management of Defective Automobile Product Recall, and report to the General Administration of Market Supervision (Quality Development). Bureau) report the results of the investigation and analysis.
From January 1st, 2018 to the fires and other accidents that occurred before the issuance, the relevant producers should investigate and analyze the cause of the accident one by one, and submit an analysis report by April 30, 2019. The State Administration of Markets will establish an in-depth investigation and analysis mechanism for new energy vehicle fire accidents, analyze and evaluate relevant complaints and accident information in a timely manner, and organize defect technology consultation and investigation, defect determination and recall effect evaluation.
At the same time, strengthen the investigation of new energy vehicles recall supervision and violations of laws and regulations, and strengthen communication and cooperation with relevant departments and information sharing. If it is found that the relevant information or recall plan is not filed in accordance with the regulations, the defect investigation is not cooperated, the defect is concealed, and the recall is not implemented in accordance with the recalled recall plan, it shall be handled in strict accordance with the law.

The second stipulation of the notice states that if the producers of components such as power batteries, motors and electronic control systems are aware of possible defects in new energy vehicles, they shall submit to the General Administration of Market Supervision in accordance with the relevant provisions of the Measures for the Implementation of the Regulations on the Management of Defective Automobile Product Recalls. Improve the management system for new energy vehicle recalls.
According to relevant statistics, the sales volume of new energy vehicles in China has grown from 18,000 in 2013 to 1.256 million in 2108, which is already the largest new energy vehicle market in the world. However, with the growth of new energy vehicles, new energy vehicle defects frequently occur, mainly including non-positive design of vehicle manufacturing, battery management systems, and battery problems. In fact, the number of recalls of new energy vehicles in China has increased in 2018. According to the statistics of the Quality Development Bureau of the State Administration of Market Supervision, as of the end of October 2018, the recall of domestic new energy vehicles involved 5 enterprises and 24 models, with a total of 35,600 defective vehicles. The causes of defects were mostly electronic control and mechanical failure. Combined with the statistics of possession, the recall rate of domestic new energy vehicles reached 1.5%, which means that for every 100 sold, 1.5 vehicles were recalled.
In an environment where the new energy vehicle market is becoming more open, it is extremely urgent to improve the management system for new energy vehicle recalls. The third article of the notice pointed out that new energy vehicle producers should establish and improve the traceability information management system for new energy vehicles in accordance with the requirements of relevant recall documents, and implement the main responsibility of product safety. If there is any defect in the investigation and analysis, the production, sale and import of defective automobile products shall be stopped immediately, and the recall shall be implemented.
In addition, the fourth article of the notice states that all relevant associations, scientific research institutions, testing and appraisal institutions, etc., should be informed of the defects related to the safety of new energy vehicles and violations of laws and regulations, and report to the General Administration of Market Supervision (Quality Development Bureau) in a timely manner.
Incorporating new energy vehicles into these regulations is a matter of keeping pace with the times, but for consumers, vehicle recalls and three-package services are only a remedy. The synergy between the upstream and downstream industrial chains of new energy vehicles to achieve technological breakthroughs, product upgrades and security guarantees is the most fundamental way to eliminate the crisis of consumer confidence.
