The Action Plan pointed out that the new energy industry mainly includes nuclear energy, wind energy, natural gas and its hydrates, solar energy, hydrogen energy, biomass energy, geothermal energy, ocean energy, smart grid, energy storage and other fields.
Goals of the Action Plan:
1. Vigorously develop advanced nuclear energy, offshore wind power, solar energy and other advantageous industries, accelerate the cultivation of emerging industries such as hydrogen energy, energy storage, and smart energy, build coastal new energy industrial belts and industrial clusters with different layouts in the province, and promote clean energy In the carbonization transition, by 2025, the province's non-fossil energy consumption will account for about 30% of the province's total energy consumption, forming a domestically leading and world-class new energy industry cluster.
2. By 2025, the installed capacity of new energy power generation will be about 102.5 million kilowatts (of which nuclear power is about 18.5 million kilowatts, gas power is about 42 million kilowatts, and wind, photovoltaic, and biomass power generation is about 42 million kilowatts), and the natural gas supply capacity exceeds 70 billion cubic meters, the scale of hydrogen production is about 80,000 tons, the hydrogen fuel cell is about 5 million kilowatts, and the energy storage scale is about 2 million kilowatts; the province's new energy industry operating income reached 730 billion yuan, and the new energy industry added value reached 180 billion yuan .
A number of national and provincial innovation platforms such as key laboratories, engineering research centers, industrial innovation centers, and enterprise technology centers have been established in the fields of nuclear power, offshore wind power, solar energy, hydrogen fuel cells, natural gas and its hydrates, and smart grids to cultivate A group of innovative leading enterprises with international advanced levels have formed a group of domestic leading and internationally competitive core technologies and independent brands, promoting Guangdong to become a domestic new energy demonstration zone, industrial technology and business model innovation zone.
Key tasks of the Action Plan: 1. Promote the development and application of new energy in an orderly manner. Safe and efficient development of nuclear power, large-scale development of offshore wind power, development of decentralized onshore wind power according to local conditions, improvement of natural gas utilization, and vigorous promotion of solar power generation and heat collection.
3. Vigorously promote the development of industrial clusters. Give full play to the leading role of leading enterprises, focus on supporting leading enterprises rooted in Guangdong that have advantages and potential in nuclear power, offshore wind power, solar energy, hydrogen energy, smart grid, energy storage and other fields, and support leading enterprises to implement EPC general contracting model and introduce upstream and downstream Supply chain enterprises promote the formation of new energy industry clusters with large enterprises as the core and related supporting enterprises gathering and developing.
4. Relying on Guangzhou, Shenzhen, Foshan, Dongguan, and Zhongshan, focus on building photovoltaic production equipment, auxiliary materials, inverters and high-efficiency PERC battery production bases. Key projects of the Action Plan:
Solar energy industry expansion project. Promote the construction of tens of millions of kilowatt-level photovoltaic power generation flat-price grid-connected projects, expand the application of distributed photovoltaic power generation, and vigorously promote the application of integrated solar energy buildings. Support subdivision leading enterprises in the province, such as solar collectors, photovoltaic equipment, inverters, packaging, and pastes, to build brands and become stronger and bigger through mergers and acquisitions. Focus on supporting the production of high-efficiency crystalline silicon solar cells, CdTe (cadmium telluride) photovoltaic power generation glass and related equipment manufacturing, and promote independent production of key manufacturing equipment for HJT (heterojunction) cells and TOPCon (passivation contact) cells. Strive for a thousand-ton solar plasmon utilization demonstration project to settle in Guangdong.
