"123 travel circle" refers to the 1-hour commute to Chengdu metropolitan area, 2-hour access to the Chengdu-Chongqing area double-city economic circle, and 3-hour coverage to major cities across the country. "123 Express Cargo Circle" refers to domestic delivery within one day, and 2-day delivery to neighboring countries. Delivered to major cities in the world within 3 days.
01. Speed up railway development
Build 1,300 kilometers of high-speed railways, 550 kilometers of intercity railways, and 1,940 kilometers of general-speed railways. Construct high-speed railways such as Chengdu-Yuzhong Line, Chengdu-Dawan Railway, Yu-Kunming, etc., and link freight channels between Beibu Gulf and Kunming, and accelerate the construction of west-bound channels such as Sichuan and Tibet. By 2025, there will be 12 railways in and out of Sichuan, with 1 newly added, and high-speed rail covering 13 cities and prefectures, with 4 newly added, namely Zigong, Luzhou, Nanchong, and Bazhong.

The "Planning" clearly mentioned that the fifth phase of the construction planning study of Chengdu urban rail transit will be launched in due course, and efforts will be made to promote the extension of the line to the second and third circles of Chengdu.
The "Planning" proposes to accelerate the construction of the urban (suburban) railway network of the Chengdu metropolitan area and promote the construction of the urban (suburban) railway from Chengdu to Deyang, Ziyang, and Meishan in terms of rail transit construction during the "14th Five-Year Plan" period.
Implement the fourth phase of Chengdu urban rail transit construction plan, start the fifth phase of Chengdu urban rail transit construction planning research in a timely manner, and strive to promote the extension of the line to the second and third circle layers of Chengdu.
Support large and medium cities with conditions to develop light rail, trams, monorails, medium and low speed magnetic levitation, automatic guided rail systems and other different rail transit systems in a timely manner in accordance with local conditions. Focusing on "transportation + poverty alleviation" and "transportation + tourism", promote the construction of mountain rail transit.

03. Hub port and station integration
Promote the combined layout of waiting areas, ticketing areas, parking lots and other functions of various modes of transportation, as well as the sharing and sharing of facilities and equipment such as security inspections, and guide the realization of three-dimensional or same platform transfers. Build a comprehensive passenger transport hub demonstration project for Chengdu Tianfu International Airport and Railway Tianfu Station, and realize a three-dimensional transfer between Tianfu International Airport and Chengdu-Ziyi High-speed Railway and Metro Line 18, and a three-dimensional transfer between Ziyi High-speed Railway, Sichuan-Tibet Railway and Metro Line 18 and 19 take.
04. Intercity travel and public transportation
Build a multi-level intercity passenger travel network that is compatible with the coordinated development of the region. Further increase the frequency of inter-city high-speed rail (high-speed trains), develop diversified services such as express trains at major stations and stop at stations, and accelerate the formation of a “circle + radio” railway public transportation pattern in the Chengdu Plain. Deepen the public transportation transformation of intercity road passenger transport routes, and promote inter-provincial and inter-city bus routes. Optimize highway traffic control measures, improve road network operation efficiency, and improve travel service quality. Develop regional aviation, open direct flights between airports in the province, and promote the differentiated development of low-cost aviation services.
