Recently, the National Energy Administration introduced the construction and grid-connected operation of renewable energy in the first three quarters of 2018. By the end of the third quarter of 2018, China's renewable energy power generation capacity reached 706 million kilowatts, a year-on-year increase of 12%; of which, hydropower installed capacity of 348 million kilowatts (full-scale statistics, including pumped storage of 29.99 million kilowatts), wind power installed capacity of 176 million kilowatts, Photovoltaic power generation installed capacity of 165 million kilowatts, biomass power generation installed 16.91 million kilowatts.
Wind power and photovoltaic power generation have significantly improved
In the first three quarters of 2018, the average utilization hours of wind power was 1,565 hours, an increase of 178 hours over the same period last year. The abandonment of wind power was 22.2 billion kWh, a decrease of 7.4 billion kWh year-on-year. The national average wind curtailment rate was 7.7%, which was 4.7 percentage points lower than the same period of last year. The wind curtailment rate exceeded 5% in Inner Mongolia, Jilin, Gansu, and Xinjiang provinces. The wind curtailment rate dropped significantly year-on-year.
In the first three quarters, the average utilization hours of photovoltaic power generation was 857 hours, an increase of 57 hours over the same period of last year; the abandoned photoelectric output was 4 billion kWh, a year-on-year decrease of 1.13 billion kWh, and the light rejection rate was 2.9%, a decrease of 2.7 percentage points year-on-year. The rate of light exceeding 5% is only in the three provinces of Gansu, Xinjiang and Shaanxi.
Generally speaking, the abandonment rate of less than 5% is considered to be a reasonable range, so there are still many provinces that have no wind and light. In addition, the Energy Bureau and the National Development and Reform Commission have repeatedly emphasized that the problem of abandoning water, abandoning wind and abandoning light will be effectively solved nationwide by 2020, while 12 DC UHVs provide ample space for wind power consumption, and the improvement of wind curtailment in the Three North Region will become The theme for the next few years.
Focus on alleviating the situation of abandoned wind and light
In the old version, the renewable energy power generation enterprise was damaged, and the green certificate corresponds to the corresponding power subsidy. As of the end of the third quarter, photovoltaic power generation installed capacity decreased by 20%, and distributed photovoltaic contrarians increased by 12%. It can be said that the development has been affected by the 531 policy. The National Energy Administration said that it will continue to improve the system and working mechanism of clean energy consumption, and strive to alleviate the situation of abandoned water, abandoned wind and light.
To solve the problem of abandoning wind and abandoning light, the key areas are in Sanbei: (1) Accelerate the construction of the southwest hydropower transmission channel, and pay close attention to the construction of local wind power photovoltaic power generation to send out the limited "ceck neck" project. (2) Pay close attention to formulating renewable energy power quota policies, and determine the minimum proportion of renewable energy in power consumption by province. (3) Strictly implement monitoring methods such as monitoring and early warning of wind power investment and environmental monitoring and evaluation results of photovoltaic power generation market, and organize the construction of wind power and photovoltaic power generation projects in an orderly manner on the premise of implementing power transmission and consumption. (4) Actively promote the construction of non-subsidized wind power and photovoltaic power generation projects such as parity, and take the lead in identifying a number of low-cost or low-cost wind power and photovoltaic power generation constructions without state subsidies in areas with good resource conditions, low construction costs, and market consumption conditions. . (5) Carry out various renewable energy power transactions in accordance with the Notice on Actively Promoting Power Market Trading and Further Improving the Trading Mechanism, expand cross-regional consumption, and further strengthen the delivery and consumption of renewable energy.
