In September, Qingyu DC Phase II Qinghai Hainan and Haixi Base Outbound Project, Mengxi Ordos Outbound Project, Jixi Base Lugu DC Baicheng Outbound Project, and Shaanwu DC Phase I Outbound New Energy Project focused on opening investment enterprises The bidding is optimized, and the total scale of supporting new energy projects in the four major export bases reached 10.7GW, including 6.5GW for photovoltaic, 3.7GW for wind power, and 500MW for solar thermal.

Up to now, with the exception of the Shaanwu DC Phase I project, the remaining three base projects have been finalized investment companies, and finally 23 companies including State Power Investment Corporation, National Energy Group, Huaneng, Three Gorges, and Huadian have been divided up. In terms of scale, the country China Power Investment Corporation, National Energy Group, and Huaneng have all won more than 1GW.



1. Qingyu DC Phase II Hainan and Haixi Base 5.3GW Outbound Project

The total scale of the second phase of the Qingyu DC project to Hainan and Haixi bases is 5.3GW, of which the Hainan base is 3.4GW and the Haixi base is 1.9GW. It is divided into 7 bid sections, including 3.5GW photovoltaic projects, 1.5GW wind power projects, 0.3 GW Solar Thermal Project. In the end, the consortium led by National Energy Group, Yellow River Hydropower, Three Gorges New Energy, and Luneng won the bids for bids 1, 2, 3 and 7 respectively, while bids 4, 5 and 6 were won by Huaneng, China Resources Power, and Huadian respectively.



According to the bidding announcement, the project must be completed and connected to the grid at the same time as the full capacity before December 31, 2023.

2. Mengxi Ordos Outbound Scenery Base Project

The installed capacity of the Inner Mongolia Mengxi Ordos External Wind Power Photovoltaic Base Project is 3.4GW, which is divided into 2 wind power projects and 4 photovoltaic power generation projects. The installed capacity of photovoltaic power is 2.2GW and the installed capacity of wind power is 1.2GW. The 1.2GW wind power project was won by the National Energy Group and Huaneng & Vision Consortium, and the 2.2GW photovoltaic project was won by 8 companies including Jingneng and Yangguang New Energy.


The project must be completed and connected to the grid before December 31, 2023. The development and operation period of wind power projects is 20 years, and the development and operation period of photovoltaic power generation projects is 25 years, excluding the construction period.

3. Baicheng Jixi Base Lugu DC Outbound Project

Lugu DC Jixibaicheng Outward Transmission Project with a total capacity of 1.4GW supporting project selection announcement, including wind power 800MW, photovoltaic 400MW, and CSP 200MW. The project has a total of 4 units planned, and the construction sites are located in Tongyu County and Da'an City, Baicheng City. On September 23, the Baicheng Municipal People’s Government announced the results of the selection of recommended companies for the 1.4GW delivery project of the Jixi Base Lugu DC Baicheng 1.4GW Outbound Project, SPIC (led), Zhejiang Zhongguang New Energy, China Power Construction, China General Nuclear Power (led) , Baicheng Energy Investment and Development Co., Ltd., China Datang New Energy (led), and China Energy Construction Investment Corporation won the bid.


The grid connection requirements are also for the full capacity to be completed and connected to the grid at the same time before December 31, 2023.
